Precipitation flag is a proxy from the ceilometer to identify cases of precipitation occurring at ground level. Fog flag is a proxy for low visibility cases, likely formation of fog.
Precipitation and fog flags are reported as
0 (no detection) or 1 (detection). Only precipitation or
fog can be reported at a time.
